Britain and France Plan to Send Forces to Ukraine if a Peace Agreement is Reached

The UK and France have formalized a statement of purpose concerning the stationing of armed personnel in Ukraine if a peace agreement be struck with Russia, the UK Prime Minister, Sir Keir Starmer, has announced.

Following talks with allied nations in the French capital, he said that the allies would "set up defense centers across Ukraine and build protected facilities for military hardware and equipment" to prevent any future incursion.

The coalition members also suggested that the America would assume leadership in overseeing a halt in hostilities.

The Kremlin has consistently cautioned that any foreign troops in Ukraine would be considered a "valid objective", but has so far not commented on this new development.

Context and Ongoing War

The Kremlin's head Vladimir Putin initiated a major offensive of Ukraine in the start of last year, and Moscow at this time holds approximately 20% of the country's land.

"This is a vital part of our commitment to be alongside Ukraine for the long-term," commented the British leader.

Top officials and senior officials from the "Partner Group" participated in Tuesday's talks.

Speaking at a shared media briefing, Starmer further said: "It establishes the framework for the legal framework under which British, French, and partner forces could work on the ground in Ukraine, securing Ukraine's airspace and waters, and restoring Ukraine's military for the future."

The British leader added that London would be involved in any American-headed verification of a potential cessation of hostilities.

Defense Assurances and Diplomatic Positions

Top American diplomat Steve Witkoff said that "long-term safety pledges and strong prosperity commitments are vital to a lasting peace" in Ukraine – mentioning a key demand made by Kyiv.

Witkoff indicated the allies had "substantially agreed on" their work on finalizing such pledges "in order that the Ukrainian people know that when this hostilities ends, it ends for good."

Donald Trump's son-in-law, former American President Donald Trump's representative, also participated in the talks.

Meanwhile, French President Emmanuel Macron stated that Ukraine's supporters had made "major advances" at the talks.

He added that "comprehensive" security guarantees for Ukraine had been reached in the instance of a prospective truce.

President Volodymyr Zelensky stated that a "huge development" had been made in the talks, but cautioned that he would only deem efforts to be "adequate" if they led to the conclusion of the conflict.

Last week, the Ukrainian leader suggested a peace deal was "largely prepared". Finalizing the remaining 10% would "determine the fate of peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the heart of ongoing disputes for the parties involved.
  • The Russian President has often said that Ukrainian troops must pull back from all of Ukraine's eastern Donbas region or Russia will occupy it, rejecting any middle ground over how to conclude the war.
  • Kyiv has so far rejected ceding any land, but has suggested that Ukraine could withdraw its troops to an agreed point – but only if Russia follows suit.

Russia presently holds about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk region. The pair of oblasts form the heartland of the Donbas.

The earlier US-led multi-point framework that was extensively reported to the media last year was perceived by Ukraine and its EU supporters as being disproportionately favorable in Russia's favor.

This sparked a period of high-level discussions – with the involved parties trying to revise the proposal.

Last month, Kyiv presented the US an new proposal – as well as distinct documents describing potential security guarantees and provisions for Ukraine's reconstruction, Zelensky stated.
